Notice of Public Hearing: City Council to Conduct Public Hearing on Proposed Property Tax Levy

NOTICE OF PUBLIC HEARING – CITY OF BLOOMFIELD – PROPOSED PROPERTY TAX LEVY
Fiscal Year July 1, 2022 – June 30, 2023

The City Council will conduct a public hearing on the proposed Fiscal Year City property tax levy as follows:

At the public hearing any resident or taxpayer may present objections to, or arguments in favor of the proposed tax levy. After adoption of the proposed tax levy, the City Council will publish notice and hold a hearing on the proposed city budget.

Explanation of significant increases in the budget:
FY23 has an increase in expenses for the City due to the Medical Benefit Premiums being raised significantly. Also, with payroll raises, it has increased the IPERS/FICA outgoing expense amount.

*Total city tax rate will also include voted general fund levy, debt service levy, and capital improvement reserve levy.
**Budget year effective property tax rate is the rate that would be assessed for these levies if the dollars requested is not changed in the coming budget year

General Nature of Public Improvement
Proposed Sidewalk Improvements Phase 2 – REBID SRF #WRR 19-011- Bloomfield, Iowa –2024

The project is located on the outside of the courthouse square and consists of approximately 600 S.Y. of PCC sidewalk, 3,000 S.F. of permeable pavers, modifying and abandoning existing vaults, 700 S.F. of bioretention cells, and other work associated with sidewalk projects.

Time and Place for Filing Sealed Bids.
Sealed bids for the work comprising each improvement as stated above must be filed before 3:00 P.M. on May 9, 2024, in the office of the City Clerk at the City Hall, 111 West Franklin, Bloomfield, Iowa.

Will Be Opened and Considered. Sealed bids will be opened and tabulated at 3:00 P.M. on May 9, 2024, in the City Council Chambers at City Hall, 111 West Franklin, Bloomfield, Iowa. The bids will be considered by the City Council during their meeting beginning at 7:00 P.M. on May 16, 2024. The City Council reserves the right to reject any and all bids, to waive informalities and irregularities in the form of the bid, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction.

Time for Commencement and Completion of Work.
The work under the proposed Contract shall commence upon issuance of the written Notice to Proceed. The proposed sidewalk
improvements listed shall be fully completed on or before November 15, 2024. The Bidder agrees to pay as liquidated damages the sum of $500 for each consecutive calendar day after the specified completion date that the project is not fully completed.

Bid Security.
Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Code of Iowa. Bid security shall be 10% of the bid amount.

Contract Documents.
Drawings and specifications governing the construction of the proposed improvements have been prepared by French-Reneker-Associates, Inc., Engineers and Surveyors, Fairfield, Iowa. The contract documents may be examined at the office of the City Clerk. A deposit of $50 shall be required for each set, refundable if returned in a reusable condition within 14 days after award of the contract.

Preference for Iowa Products and Labor.
By virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. To the extent required by Iowa Law. a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected.

Sales Tax.
Iowa sales tax will not be paid on materials purchased for this project. The City will issue a sales tax exemption certificate.

State Revolving Fund Requirements.

a) Equal Employment Opportunity Bidders on this work will be required to comply with the President’s Executive Order No. 11246. Requirements for bidders and contractors under this order are explained in the specifications. By submission of its bid, each bidder acknowledges he understands and agrees to be bound by equal opportunity requirements of EPA regulations (40 CFR Part B, particularly Section 8.4 (b)), which shall be applicable throughout the performance of work under any contract awarded pursuant to this solicitation. Each bidder agrees that if awarded a contract, it will similarly bind contractually each subcontractor. In implementation of the foregoing policies, each bidder further understands and agrees that if awarded a contract, it must engage in affirmative action directed at promoting and ensuring equal employment opportunity in the workforce used under the contract and that it must require contractually the same effort of all subcontractors whose contracts exceed $10,000. The bidder understands and agrees that “affirmative action” as used herein shall constitute a good faith effort to achieve and maintain that amount of minority employment in the on-site workforce used on the project which corresponds, for each trade used, to the minority population in the serving labor market area from which workers are reasonably available for hire for the project.

b) Suspended/Debarred Contractors -Any bidder or equipment supplier whose firm or affiliate is listed in on the U.S. General Services Administration Excluded Parties List will be prohibited from the bidding process. The excluded parties records search engine is located at the System for Award Management (SAM) website: https://www.sam.gov/SAM/. Pursuant to 2 CFR Part 180, as supplemented by 2 CFR 1532, any entity submitting a bid while the SAM website lists that entity as having an active exclusion will be determined by the DNR to be a non-responsive bidder and will not be able to receive SRF funding.
