Electric Distribution Lead Person


Supervises line workers in all areas of construction and maintenance of the electric distribution system. Constructs, maintains, operates, and repairs overhead and underground electrical distribution system following all established safety rules and practices. Residency is required within a 25-mile radius of Bloomfield. Required to be on-call on a rotating basis.


  1. Assigns work to line workers on a daily basis and explains procedures for completing work.
  2. Prioritizes work projects.
  3. Coordinates work with other city departments and utility customers.
  4. Assists with/completes performance evaluations of line workers.
  5. Responds to daily work orders from City Hall.
  6. Connects and disconnects power according to established policy and procedure.
  7. Inspects overhead and underground electric distribution systems for compliance with electric safety codes on an annual basis. Writes report detailing findings and prepares work orders for repair of deficiencies discovered during the inspection.
  8. Guides annual Iowa Utility Board inspection generates documentation and oversees correction of any deficiencies.
  9. Guides annual truck inspections and oversees correction of any deficiencies.
  10. Orders parts for construction and maintenance of electric distribution system.
  11. Allocates expenditures and submits written lists specifying costs to City Hall.
  12. Builds and maintains overhead and underground electric distribution system using basket trucks, digger trucks, and trenchers.
  13. Digs pole holes and sets, removes, and repairs poles.
  14. Installs cross arms according to established framing specifications.
  15. Prepares trenches, lays cable in trench, and back fills trench.
  16. Installs and maintains street lighting using basket trucks and digger trucks.
  17. Installs and maintains light circuits, lamps, photo eyes, and fusing.
  18. Trims trees using basket truck, chain saws and chipper.
  19. Participates in regular safety meetings. Anticipates and discusses possible hazards.
  20. Attends annual training in first aid, CPR, bucket rescue and pole top rescue.
  21. Maintains safety equipment and protective clothing.
  22. Performs variety of maintenance tasks, including maintaining aerial baskets and booms by cleaning and greasing, inspecting for cracks, and checking safety belts and operational controls.
  23. Maintains inventory.
  24. Updates electrical system map.
  25. Locates buried cables using locating equipment.
  26. Follows all established safety rules and practices in performing duties.
  27. Performs accuracy tests on residential electric meters.
  28. Inventories and maintains PCB records according to Federal requirements. Takes lead in documenting and acting on test samples and activity containment.
  29. Shows skill in performing supervisory duties including training, disciplining, scheduling, prioritizing, directing and evaluating the work of employees.
  30. All other duties as assigned which may include cross training and assisting other departments.

Required Knowledge, Skills, and Abilities
The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can safely perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.

  1. Knowledge of distribution systems and equipment and required maintenance and repairs.
  2. Knowledge of basic principles of electricity, electric symbols and wiring diagrams.
  3. Knowledge of safety rules and practices followed when working with electricity.
  4. Ability to read blueprints.
  5. Knowledge of and ability to locate information in technical documents, such as the National Electric Safety Code (NESC).
  6. Knowledge of emergency response measures, including CPR.
  7. Ability to safely operate all equipment used in the distribution of electricity, including digger derrick truck, aerial truck and basket, pick-up truck, dump truck, chipper, trailers, skid loader, air compressors, back-hoe, trenchers and boring tools, safety equipment and protective devices, testing equipment including meters and locators, crimping tools, tools used in working with live wires, hydraulic tools, and other power tools.
  8. Knowledge of procedures and equipment used to take readings on electric circuits and to locate underground wires and cables, including volt meter, amp meter chart recorder, ohm meter, ground rod tester, cable locator, and fault locator.
  9. Ability to operate mobile radio and telephone.
  10. Ability to climb and work off of poles with lineman pole hooks.
  11. Ability to establish effective working relationships with co-workers, supervisors, the Council, and the public.
  12. Willingness and ability to attend relevant training, in some cases requiring travel.

Education, Training and Experience

Required Education:

  • High School diploma

Preferred Education:

Suggested Training:

  • Lineman School

Preferred Experience:

  • Four years as a lineman or an equivalent combination of education, training and experience that provides the knowledge, skills and abilities to perform the essential functions of the position.

Required Licenses, Registrations and Certifications:

  • Valid Driver’s License, CDL with air brakes
  • Journeyman certification

Required Testing:

  • Pre-employment physical and drug test
  • Random drug/alcohol testing


  • Hours of work. 6:30 am – 3pm. Mon-Friday
  • Pay $24.17/hr
